Renting a Car in Toronto
The major car rental companies have online reservation systems, usually with a cheaper internet price. Their policies differ and change frequently, so you should do your research. If you trust my judgement, use one of the top 3 companies listed.
Car Renting Tips
Always call a car rental company's main call center instead of the branch offices. The workers at the local branches are often new and will give inaccurate information.
Rental car insurance ($10-$20/day) is often covered by your personal car insurance or creditcard (gold cards and above). You have to bring the insurance policy or pink insurance card to waive this fee.
Look for deals on the internet. Many websites have some "weekend car rental" promotions that will save you money.
Underage Car Renting (Under 25 Years Old)
Unfortunately, you are in the high risk category. Each car rental company has different rules for drivers under 25. Some won't let you rent at all, while others won't let you rent vans or luxury cars. Usually there will be an extra underage fee of $5-20/day. Enterprise Rent-A-Car seemed to have the best deal for this age group.
Another option is to find smaller Chinese car rental companies. They will usually let you rent a car if you put a bigger deposit down (like $2000, creditcard only). I have never used them and cannot vouch for any specific companies.

If you are looking for a local car rental company in Toronto, try out Kaizen Rent-A-Car. Canadian owned and operated, they are oriented on superior customer service. Specializing in providing insurance replacement vehicles, they will even deal with your insurance company to save you hassle.
Zipcar Hourly Rentals
If you frequently need a car for just a few hours, a Zipcar is a great alternative to renting. The cars are rented by the hour and includes gas and insurance. Car sharing is great for people who live downtown and don't want to own a car, car insurance or parking spot.
U-Haul Moving Trucks
If you have furniture to move, you are going to want to rent a U-Haul truck. They also have cardboard boxes and moving equipment available.
